Ohio Emergency Medical Services


The Ohio Emergency Medical Services (EMS) Division of the Ohio State Board of Emergency Medical, Fire, and Transportation Services developed a safe haven program that will be available beginning in 2026, for all certificate holders and applicants . The safe haven program is a confidential path for individuals seeking help for burnout, mental health or substance use disorders and a therapeutic alternative to regulatory awareness. Participation in the program is confidential to the fullest extent allowed by law. Participants forfeit their confidentiality only if they fail to complete or comply with program requirements or if they are deemed a risk to themselves or others.

Any Ohio Emergency Medical Services (EMS) Division of the Ohio State Board of Emergency Medical, Fire, and Transportation Service certificate holder or applicant who needs assistance with burnout, behavioral health, mental health or substance use disorders, or other medical conditions is eligible to participate in the safe haven program so long as they do not have disciplinary action by the EMS Board for a similar condition or violation.
Well-being Screenings & the Safe Haven Program
OhioPHP can assist with the identification of stress, burnout, mental health, and substance use disorders or other issues by providing comprehensive well-being screens to healthcare professionals. Well-being screenings are the initial screening process used by OhioPHP to determine your eligibility for the safe haven program and any recommended evaluation, treatment, or monitoring needs.
